The track rails are tin-plated steel so you basically have tow choices: Abrasives or chemicals. Chemical rust removers usually leave an oxide coating which is an insulator so abrasives are the way to go. You should use the finest abrasive that will do the job. If light you could use scotchbrite or steel wool. Silicon carbide paper (also known as wet-or-dri paper)will work well also. I never tried a penetrating oil such as WD40 but if it works, great? Certainly worth a try and shoouldn't hurt anything.
